Howmeh Rural District (Persian: دهستان حومه) is in Do Tappeh District of Khodabandeh County, Zanjan province, Iran. Its capital is the village of Aqcheh Qayeh.[3]

At the National Census of 2006, its population (as a part of the Central District) was 19,186 in 4,073 households.[4] There were 19,592 inhabitants in 5,364 households at the following census of 2011.[5] At the most recent census of 2016, the population of the rural district was 18,005 in 5,256 households. The most populous of its 25 villages was Do Tappeh-ye Sofla (renamed Do Tappeh),[3] with 4,094 people.[2]

In 2019, the rural district was separated from the district in the establishment of Do Tappeh District, which was divided into two rural districts including the new Tup Qarah Rural District.[3]
