Shal Rural District (Persian: دهستان شال) is in Shahrud District of Khalkhal County,[3] Ardabil province, Iran. Its capital is the village of Shal.[4]

At the census of 2006, its population was 4,390 in 1,153 households.[5] There were 3,503 inhabitants in 1,075 households at the following census of 2011.[6] In the most recent census of 2016, the population of the rural district was 3,210 in 1,165 households. The most populous of its 23 villages was Shal, with 1,217 people.[2]
